The KYTC Consolidated Planning Guidance was developed in order to address procedural improvements for purposes of streamlining the development and revision of the Statewide Transportation Improvement Program (STIP) for Kentucky and the metropolitan Transportation Improvement Programs (TIPs) of the Commonwealth's Metropolitan Planning Organizations (MPOs). It establishes procedures for changing the TIP after adoption by the MPO and approval of the Governor and the STIP after joint approval by Federal Highway Administration (FHWA) and Federal Transit Administration (FTA).
