2030 Transportation Plan for
Fayette and Jessamine Counties
is a description of the Lexington Area Metropolitan Planning Organization’s
(MPO) plans and investments in the transportation system to meet the future
transportation needs within the planning area (currently comprised of both
Fayette and Jessamine Counties). It describes both long and short-range
choices and decisions reached through an on-going, comprehensive,
coordinated, and cooperative transportation planning process.

The Transportation Improvement Program (TIP) is the
Lexington Urbanized Area (Fayette and Jessamine Counties) agenda of
Federal-Aid Highway Programs and surface transportation projects; to include
Federal Transit Administration (FTA) transit programs and expenditures.
The Fiscal Year (FY)
2006-FY 2009 four-year Transportation Improvement Program (TIP) is the
result of a comprehensive and realistic appraisal of the transportation
needs of the MPO area communities coupled with an analysis of resources
available to finance these needs. The TIP is a tool for multi-jurisdictional
communication and public information. It helps the transportation community
and the general public track the use of local, state, and federal
transportation funds. |

This
FY-2009 Unified
Planning Work Program (UPWP) was prepared by the
Lexington-Fayette Urban County Government (LFUCG) Division of Planning,
Transportation Planning Section, as staff to the Lexington Area Metropolitan
Planning Organization (MPO), under the direction of the Transportation
Technical Coordinating Committee (TTCC) and Transportation Policy Committee
(TPC). This program is designed to cover a one-year period, beginning July
1, 2008 and ending June 30, 2009. Also, this UPWP describes the
transportation planning process and defines those transportation planning
activities, related tasks, timelines, and products that are to be developed
or completed for Fayette and Jessamine Counties by or through the MPO. Costs
attributed to individual work elements and source of its funding are also
described in this UPWP. |

The
Lexington Area MPO Participation Plan was most recently adopted on April
25th, 2007. This new plan has been updated to be in compliance with
SAFETEA-LU federal regulations. One of the major differences with this
update is that this Participation Plan not only identifies how the Lexington
Area MPO gives out information and listens to the public, but also how the
MPO coordinates with other agencies and organizations as well. This
new plan also has demographic information for Fayette and Jessamine
counties, a table of agencies that the MPO coordinates with, Title VI and
Environmental Justice information (including contacts), and information
regarding the MPO's new Public Input Database including analysis. |

The Long Range Transit Plan 2030 (LRTP 2030) is an amendment to the Long
Range Transportation Plan 2030 which was completed by the Lexington Area
Metropolitan Planning Organization in June 2004. The Transit Plan serves as
a guideline for improving the public transit system of the Lexington Area
for the next twenty five years. The Transit Plan determines potential
transit improvement elements, presents transit demand analysis methodologies
and a TransCAD-based transit model, identifies projects and implementation
plan, estimates both operational and capital costs, and forecasts transit
funds expected to be available to implement the recommended projects and
improvement plans from now until the year 2030.

The KYTC Consolidated Planning
Guidance was developed in order to address procedural improvements for
purposes of streamlining the development and revision of the Statewide
Transportation Improvement Program (STIP) for Kentucky and the metropolitan
Transportation Improvement Programs (TIPs) of the Commonwealth's
Metropolitan Planning Organizations (MPOs). It establishes procedures for
changing the TIP after adoption by the MPO and approval of the Governor and
the STIP after joint approval by Federal Highway Administration (FHWA) and
Federal Transit Administration (FTA).
